S. 510 Passes Senate

S. 510, the food safety bill, finally passed the Senate. The vote was 73-25. This bill is not yet a law, however. The House can pass the Senate bill, OR the two chambers can meet and work out their differences in conference, and then both the House and the Senate will need to pass the bill one last time. At that point it would go to Obama's desk, and he would most likely sign it.

Neither Chambliss nor Coburn see a conference meeting about this bill in their futures.

I'd prefer they pass the Senate bill in the House (4.00 / 2)
it's likely a better bill since we had more time to get our exemptions and compromises added to it.

tell me that the House would just pass the Senate bill if this thing is going to Obama's desk before the end of the year. No conference.

I'm gonna be interested to see how Greg Walden, Oregon's sole Republican in Congress, votes on this when it hits the House.  I remember in the PCA Hearings he kicked just as much ass as anyone else.  He was the guy who held up the "crime scene"-taped jar of peanuts and asked Stewart Parnell to eat one.

Of course, there are different circumstances now than there were then, and he's currently Chairman of Boehner's House Majority Transition Committee.

Hmm...


I would think that with the Tester amendment in place (4.00 / 2)
Greg would vote for it.

The House passed Dingell's H.R. 2749 in July 2009?

Walden voted for it, but gosh that was a long time ago, and the Senate bill could be regarded as significantly diluted from the House bill.

From Roll Call - House May Block Food Safety Bill Over Senate Error

By pre-empting the House's tax-writing authority, Senate Democrats appear to have touched off a power struggle with members of their own party in the House. The Senate passed the bill Tuesday, sending it to the House, but House Democrats are expected to use a procedure known as "blue slipping" to block the bill, according to House and Senate GOP aides.

According to the article the problem is with the fees included in section 107.

That's what happens when people jump the gun, so to speak.

Please note that the Roll Call article actually is a dressed up version of a Republican press release. It has nothing to do with reality, but has everything to do with Republican wishful thinking.

Remember, the House passed its bill a year and a half ago. In H.R. 2749, SEC. 108. REINSPECTION AND FOOD RECALL FEES APPLICABLE TO FACILITIES. is the originating authority.

The problem isn't that the Senate erred, but as I intimated in my comment above, the Senate eased up on the House provisions. The House could object on that basis, but not on the basis that the Senate usurped House authority. I doubt that the House will object.

H.R. 1332 (4.00 / 1)
H.R. 1332 has provisions similar to H.R. 2749 and S. 510. I'm not sure what strand of spaghetti this is, except that Thomas says H.R. 1332 (not passed) is the House bill related to S. 510.

S510's fate in the house is not a done deal.

Only time will tell.

but I'm watching Thomas to see when it moves. I'm thinking it won't be transmitted until Nancy pushes the boulders out of the road.
