USDA and CDFA (4.00 / 1)
The USDA and California Department of Food and Agriculture each are in this with both feet.

Jill, do you have any idea which came first, which agency first expressed urgent concern? Does either agency drive the other? Do my questions matter?

they are each helping one another. I'm not entirely clear who did what in this case but it seems that the USDA was the one who classified this as an actionable quarantine pest which then gives the CDFA the power to take all kinds of crazy actions to kill the bugs.
